My Lord,
I have the honour to report that I have appointed Mr. R. H. Kotewall, C.M.G., LL.D., provisionally and subject to His Majesty's pleasure to be temporarily an unofficial member of the Executive Council in the place of the Honourable Sir Shou-son Chow, Kt., who is temporarily absent from the Colony.

A copy of the instrument appointing Mr.
Kotewall is enclosed.
3.
Mr. Kotewall is an unofficial member of the
Legislative Council. He has already been once appointed a temporary member of the Executive Council during the absence
of Sir Shou-son Chow in October, 1929, as reported in Mr. Southorn's despatch No.429 of 4th October, 1929 and confirmed in Your Lordship's reply No.313 of 28th November, 1929.
